Community Counseling and Intervention Services was founded on a simple belief: everyone deserves access to support during life's most challenging moments.
Too often, individuals and families face behavioral health challenges, substance use disorders, crisis, trauma, or barriers to personal growth without knowing where to turn. We recognized the need for an organization that not only provides services, but also walks alongside people with compassion, respect, and practical guidance.
Our work extends beyond counseling. We believe that strengthening individuals strengthens families, and strengthening families creates healthier, more resilient communities. Through counseling, intervention, education, community engagement, and workforce development, we strive to empower people to overcome obstacles and build brighter futures.

Community Counseling and Intervention Services is dedicated to providing compassionate, structured intervention, therapy, education, and care coordination to individuals, families, and communities across California impacted by behavioral health challenges, substance use disorders, human trafficking, and crisis. We empower those we serve with the knowledge, clinical support, and resources needed to access treatment, improve functioning, and build a path toward stability and recovery.

Victoria Herbert
Founder & Chief Executive Officer
Victoria Herbert is the Founder and Chief Executive Officer of Community Counseling and Intervention Services (CCIS), where she leads the organization's mission to improve the lives of individuals, families, and communities through counseling, intervention services, community enrichment, and workforce development across California.
Driven by a lifelong passion for service, Victoria founded CCIS with the belief that every person deserves access to compassionate support, quality behavioral health services, educational opportunities, and the resources necessary to build a healthier and more fulfilling future. She recognized that too many individuals and families face overwhelming challenges—including behavioral health concerns, substance use disorders, trauma, crisis, and social barriers—without knowing where to turn for help. CCIS was created to bridge that gap by providing meaningful services that empower people and strengthen communities.
Victoria's leadership is rooted in compassion, integrity, and collaboration. She believes that lasting change begins by meeting people where they are, listening without judgment, and creating individualized pathways toward healing, growth, and success. Her vision extends beyond providing services; she is committed to building stronger communities by increasing access to education, promoting prevention, expanding workforce opportunities, and developing partnerships that create sustainable, long-term impact.

By combining professional counseling, intervention services, community outreach, and workforce development initiatives, CCIS continues to expand opportunities for people to overcome obstacles, build resilience, and achieve lasting stability.
